Every health and social care organisation completes mandatory safeguarding training. Staff attend sessions, complete assessments and receive certificates. Compliance records are maintained, and training matrices are updated. Yet many of these same organisations continue to experience inconsistent safeguarding practice - missed concerns, delayed referrals, poorly documented decisions and a workforce that lacks the confidence to exercise professional judgement in complex situations.
The problem is not a lack of training. It is a gap between knowledge and capability. Knowing the legal framework for safeguarding does not equip a professional with the confidence to challenge a colleague, escalate a concern or make a proportionate decision under pressure. Awareness of abuse categories does not develop the professional curiosity, analytical skill or reflective practice required for effective safeguarding in complex, ambiguous situations.
