Why this framework exists
Safeguarding in most organisations is reactive. Policies exist. Training is completed. Audits are passed. Yet when serious incidents occur, the same finding emerges repeatedly: frontline practice had become disconnected from governance. The board believed assurance reports. Operational leaders delegated responsibility. Staff completed mandatory training. And still, the people receiving care were not adequately protected.
This is not a failure of individuals. It is a structural failure - a gap between what organisations say about safeguarding and what actually happens in practice. Governance to Frontline™ was created by Pat Hobson to close that gap permanently.

Purpose
To hold ultimate accountability for safeguarding - not through assurance reports that confirm policy existence, but through governance structures that demand evidence of practice quality and direct visibility of the experience of people receiving care.
Practical Meaning
Boards set the standard for everything beneath them. When safeguarding governance relies on delegated reporting and second-hand assurance, the board loses sight of what is actually happening at the frontline.
